Car Rental Invoice: Required Fields, VAT/GST and 2027 E-Invoicing Deadlines (Free Template)

Short answer: Show both parties' names, addresses and tax IDs, a unique sequential number and date, the rental period and vehicle, each charge with its tax rate, and totals. Keep refundable deposits off revenue lines, list tolls and fines as pass-through, and check where structured e-invoices are now mandatory.

A car rental invoice has more moving parts than most: a rental period, a specific car, daily rates and extras, a deposit that isn't revenue and tolls that aren't yours. In parts of Europe, the invoice format itself is now regulated too.

Key Takeaways

  • The legal minimum is similar across the EU and UK: sequential number, dates, both parties' details, the supplier's VAT number, a description, unit prices, the tax rate and the tax amount.
  • A deposit is not a sale. HMRC says a deposit taken as security for the safe return of hired goods creates no VAT tax point; show it as a memo, not a revenue line.
  • Tolls and fines need their own lines, at exact cost, separate from your taxable admin fee.
  • E-invoicing deadlines are real in 2026 and 2027. Belgium since January 1, 2026; France for large and mid-size companies from September 1, 2026 and for small ones from September 1, 2027; Germany for businesses with more than 800,000 euros of prior-year turnover from January 1, 2027.
  • A PDF is not an e-invoice where structured invoicing is mandatory.
  • Set B2B terms in writing. Without an agreed date, UK and EU rules treat payment as late after 30 days.

Last verified: October 2026. Tax and e-invoicing rules change; check the official sources linked below. Operator guidance, not tax or legal advice.

What a car rental invoice must show

Here is what the European Commission and HMRC require on a full VAT invoice, with the rental detail that belongs in each field:

FieldEU full invoiceUK full VAT invoiceRental tip
Unique sequential numberRequiredRequiredKeep invoice numbers separate from contract numbers
Issue date and date of supplyRequired (supply date if different)Required (time of supply if different)State the rental period, not just the return date
Supplier name, address, VAT numberRequiredRequiredThe legal entity that owns the rental contract
Customer name and addressRequiredRequiredFor corporate rentals, bill the company and name the driver
Customer VAT numberIf the customer is liable for the taxNot on the standard listAsk business customers for it at booking
Description and quantityRequiredRequiredVehicle class, plate, days, mileage
Unit price excluding taxRequiredRequired for countable itemsDaily rate, extras, mileage rate
Tax rate and amountRequired, broken down by rateRequired; total VAT in sterlingSeparate lines when rates differ

Rental-specific details aren't on any official list, but they head off disputes before they start: the rental agreement number, pickup and return date, time and location, odometer and fuel at both ends, the mileage allowance, and the payments already received.

Timing matters too. In the UK, you must normally issue a VAT invoice to a VAT-registered customer within 30 days of the tax point. In Germany, you must issue an invoice for a business-to-business supply within six months of the supply.

Deposits, fines and tolls on the invoice

Deposits. A refundable security deposit is not payment for the rental. HMRC says that if "you take a deposit as security to make sure the safe return of goods you have hired out," and it is refunded on safe return or forfeited to compensate for loss or damage, "no tax point is created." Show it as a memo line ("Security deposit held: 300.00, refundable") or on the receipt, never inside the taxable subtotal. If you keep part of it for damage, that damage charge appears as its own line.

Tolls and fines. These are other people's charges you are passing on, so put them in a separate pass-through section at exactly what you paid, with your admin fee as its own taxable line. In the UK, HMRC lets you treat a recharge as a disbursement outside the scope of VAT only if conditions are met, including that you acted as the customer's agent, the customer was responsible for paying the third party, the outlay is itemized separately and you recover only the exact amount you paid. Tolls and fines billed to you as the registered keeper may not meet every condition, so ask your accountant. The full workflow is in our tolls and traffic fines playbook.

Itemizing changes the tax. In Texas, the 10% motor vehicle gross rental receipts tax on rentals of 30 days or less applies to gross receipts "less discount and separately stated fees for insurance, fuel and damage assessments." Lump fuel into the daily rate and you pay rental tax on it.

VAT/GST basics by region (examples, sourced)

  • European Union: the content list above comes from the European Commission. The VAT Directive allows simplified invoices for small amounts, with a 100-euro threshold, though not for certain cross-border supplies. Invoice amounts may be in any currency as long as the VAT is also shown in the national currency.
  • United Kingdom: a full VAT invoice is required for standard- or reduced-rated supplies to VAT-registered customers, and supplies of 250 pounds or less can use a simplified invoice showing the total including VAT and the rate. See our UK guide to VAT on car hire.
  • United States: there is no federal VAT; rental taxes and fees are set by states and localities, as the Texas example shows. Our car rental sales tax guide covers the state-by-state picture.
  • Canada and Australia: GST and, in Canada, HST, PST or QST apply with their own invoice rules; see our guides for Canada and Australia.

If you invoice foreign customers, our multi-currency guide covers which amounts must stay in your national currency.

B2B billing terms

PO numbers, net-30, late fees

Corporate accounts pay on process, not on goodwill:

  • Purchase order and cost center. Put the customer's PO number and the driver's name on every invoice so their accounts-payable team can match it without chasing you.
  • Payment terms. Agree them in writing. If you don't, UK law treats a payment as late 30 days after the customer gets the invoice, or after you provide the service if that is later, and the EU's late payment rules make interest automatically payable 30 calendar days after the customer receives your invoice.
  • Late payment charges. In the UK, statutory interest on business-to-business debts is 8% plus the Bank of England base rate, and you can add fixed compensation of 40 pounds on debts up to 999.99 pounds, 70 pounds up to 9,999.99 and 100 pounds above that. In the EU, you can claim a flat 40 euros per late invoice, and statutory interest rates for July to December 2026 range from 10.00% to 14.50% depending on the country (they are reset every six months). In the US, late fees depend on your contract and state law.

Then chase consistently. CarCEO tracks receivables by age and sends escalating reminders at 15, 30, 45, 60 and 90 days past the due date, from a friendly nudge to a collections notice, which is the kind of follow-up a template can't do.

E-invoicing calendar 2026-2027

These rules cover invoices between businesses inside each country. Consumer rentals are mostly outside them, but in all three countries a business must be able to receive e-invoices from its own suppliers.

Three details matter for small rental companies:

  • Germany's receiving duty already applies. Since 2025, a German business can't refuse a structured e-invoice from a domestic business supplier.
  • Germany exempts small invoices. An invoice of up to 250 euros in total can always be issued as a paper or PDF invoice, which can cover a short rental.
  • Belgium spares consumer-only businesses from issuing, but they must still receive e-invoices from suppliers.

Formats you will meet

Factur-X, XRechnung, Peppol, FatturaPA

Factur-X, XRechnung and the Peppol invoices Belgium uses all build on the same European semantic standard, EN 16931. Germany's law requires an e-invoice to follow that standard and its approved syntaxes, or another agreed format that can be converted into it.

  • Factur-X is a Franco-German hybrid: a PDF for people with structured XML inside for software. France's e-invoicing forum FNFE-MPE says it is the same standard as Germany's ZUGFeRD 2.5, and the current release is Factur-X 1.09.2 (ZUGFeRD 2.5.2), published August 4, 2026.
  • XRechnung is Germany's XML specification built on EN 16931, maintained by the public standards body KoSIT. Version 3.0 remains in force until at least July 31, 2027; a pre-release of 4.0 was published in September 2026, and the final 4.0 is expected in early spring 2027, so plan an update during 2027.
  • Peppol is the network Belgium uses for its mandate, a decentralized exchange network for structured invoices.
  • FatturaPA is Italy's electronic invoice format. It carries the information needed to route each invoice through the national Exchange System (SdI), and Italy's 2008 budget law made electronic invoicing to public administrations mandatory.

A format is not the whole obligation. In France, invoices between French businesses must travel through an approved platform (plateforme agréée), so producing a valid Factur-X file on its own doesn't make you compliant there. CarCEO generates Factur-X, XRechnung, Peppol and FatturaPA invoice files today; treat that as format support, and confirm the transmission route for each country with your accountant. Operators in those markets can start from our Germany and France pages.

Copy this layout into your invoicing tool or spreadsheet. Header fields:

  • your legal name, address and VAT or tax ID;
  • invoice number (sequential), invoice date and the rental period;
  • customer name and address, customer VAT number for business customers, and PO number;
  • rental agreement number; vehicle make, model and plate; pickup and return date, time and place; odometer and fuel at both ends.

  • Paid so far: [amount]. Balance due: [amount] by [date]. Late payment terms: [terms].
  • How to pay: [bank details or payment link].

Which lines are taxable depends on where you operate; as noted above, Texas excludes separately stated fuel from its rental tax base.

When a template stops being enough

A template is fine for a handful of invoices a month. It stops being enough when:

  • a business customer in Belgium, France or Germany needs a structured e-invoice, not a PDF;
  • invoice numbers start skipping or repeating across staff and spreadsheets;
  • deposits, refunds and pass-through tolls have to be reconciled against the bank every month;
  • corporate accounts pay late and nobody owns the follow-up;
  • you invoice in more than one currency.

At that point, compare what staying on spreadsheets really costs against car rental software with real invoicing; our car rental software pricing comparison shows what each tier costs. For the bookkeeping behind the invoice, read the car rental accounting guide and the payment processing and invoicing guide.

FAQ

What must a car rental invoice include?

At minimum: a unique sequential number, the issue date and rental period, your name, address and VAT or tax ID, the customer's name and address, a description of the rental and extras with unit prices, the tax rate and tax amount, and the total. Add the vehicle, plate and agreement number.

Do security deposits go on the invoice?

Not as revenue. A refundable security deposit isn't payment for the rental; HMRC, for example, says such a deposit creates no VAT tax point. Show it as a memo line. If you keep part of it for damage, invoice the damage as its own line.

Is a PDF invoice an e-invoice?

Not where structured e-invoicing is mandatory. Belgium says a PDF sent by email is no longer enough, and Germany defines an e-invoice as one in a structured electronic format that allows automatic processing.

Do I need e-invoicing if I only rent to consumers?

Mostly no for issuing, but yes for receiving. Belgium doesn't require e-invoices to consumers, yet businesses must receive them from suppliers, and in France every business must be able to receive e-invoices from September 1, 2026.

When do the German and French rules hit small rental companies?

In France, small and micro businesses must issue e-invoices from September 1, 2027. In Germany, businesses with prior-year turnover of 800,000 euros or less can keep paper or PDF invoices until the end of 2027, and invoices up to 250 euros are always exempt.

Invoices that are ready for e-invoicing, on a real ledger. CarCEO turns each contract into a numbered invoice, keeps deposits and pass-through tolls off your revenue lines, and generates structured e-invoice files. Free for up to 2 vehicles: start free.

CarCEO supports these e-invoice formats; it does not certify compliance in any country. Sample figures and the plate are fictional.
